
Rajesh Adoni
Rajesh Adoni is a senior technology and transformation leader with more than 20 years of experience driving large-scale, mission-critical initiatives across the public and private sectors. His career spans healthcare, government, and technology, where he has consistently led complex programs at the intersection of strategy, data, systems modernization, and fiscal stewardship.

Rajesh holds a Bachelor’s degree in Electrical and Electronics Engineering from the National Institute of Technology, Tiruchirappalli, an M.S. in Electrical Engineering from Arizona State University, and an MBA in Finance and Strategic Management from California State University, East Bay—an academic foundation that uniquely equips him to bridge technical depth with executive decision-making.
As Senior Director at CalFina, Rajesh played a pivotal leadership role in the Medi-Cal Pharmacy Carve-Out, one of the largest healthcare transformations in California’s history. He led the transition of pharmacy services impacting more than 15 million beneficiaries and overseeing $17+ billion in annual benefits, delivering significant cost savings to the State while ensuring regulatory compliance, operational continuity, and stakeholder alignment. His work demonstrated exceptional capability in scaling technology-enabled solutions within highly regulated environments.

Previously, at Avvento Consulting, Rajesh led the MITA certification initiative for the Provider Enrollment Division at the California Department of Health Care Services (DHCS), successfully coordinating cross-division efforts to achieve CMS certification—a hallmark of excellence in healthcare IT governance and interoperability.

At Cambria Solutions, Rajesh directed multi-state, distributed teams delivering complex healthcare technology solutions, including CalHEERS Agile Support Services and Short-Doyle Medi-Cal (SD/MC) 5010 Maintenance & Operations. His leadership encompassed agile delivery, executive stakeholder engagement, regulatory compliance, and coaching high-performance teams across jurisdictions.
Earlier in his career, Rajesh served the City of San José, where he strengthened his expertise in strategic planning, budget development, grants management, and public-sector analytics. He led analytics initiatives for fire and emergency services and contributed to capital projects that enhanced citywide emergency response capabilities.

Rajesh began his career in the private sector at Xicor, Inc. (now part of Intersil Corporation), where, as Department Engineering Manager, he oversaw a $35M+ system management products portfolio and played a key role in the company’s transition to a mixed-signal technology leader. His contributions earned him the distinction of Engineer of the Year in 2002.

Throughout his career, Rajesh has been recognized for excellence and innovation, including the State of California “Best Team IT Project” Award (2015) and recognition by Harvard Kennedy School’s ASH Center for public-sector innovation. He is a Certified Professional ScrumMaster (PSM I), Product Owner (PSPO I), and SAFe Agilist, and actively contributes to the field as a board member of the National Association of PASRR Professionals (NAPP).
